The aim of this work has been to revise the External Emergency Plan for the Refinery of Milazzo, located in northern Sicily near a small town of great tourist interest. The work has been performed as a collaboration between the University of Messina and the Prefecture of Messina. The validity of External Emergency Plans (EEP) depends on the modifications inside the establishment and the territorial vulnerability (land-use and population), and it should include other components such as natural risks. The importance of revising the EEP of the Refinery of Milazzo is due to the necessity to take into account recent modifications inside the establishment which have lowered the previous risk levels and to evaluate the Domino Effect as required by the Seveso II Directive.
