I costi della disabilità nell'anziano: Alcune riflessioni dallo studio Pro.V.A (Progetto Veneto Anziani)

The paper is an attempt to calculate the social costs (both public and private) of disability of the elderly, using data from the Progetto Veneto Anziani (Pro.V.A.) sample survey. First, persons participating in the Pro.V.A. study are assigned to one of 14 “iso-need” classes according to increasing levels of disability measured on the basis of Adl and Iadl scales and a cognitive impairment assessment. A specific Pac (Piano Assistenziale della Classe di iso-bisogno) (that is a care plan) is defined for each iso-need class. A Pac includes all long-term social and health care services required to meet the needs of the elderly belonging to that class. The direct costs of each care plan (Pac) are then estimated on the basis of the resources used to provide elderly care services. These data are used to make a number of alternative estimates of the cost of providing long-term care to disabled elderly people in Veneto region and in Italy.
