Water-soluble ruthenium(II) complexes are effective catalysts for the oxidation of chlorinated organics in the presence of hydrogen peroxide and other peroxidic oxidants at ambient temperature. Reactions are conducted in water (or water-acetonitrile mixtures) with ca. 0.1 mM catalyst: chlorinated phenols and α-chlorinated olefins are converted within hours to various oxygenated and chlorinated organic products, and also, depending on the reaction conditions, to hydrochloric acid and carbon dioxide.
