The article develops a reflection on how the stakeholders design their different territorial representations, through which they exercise their power on the territory development. The Po Delta and his dynamics of development, is the case study used to test the opening issue. The Po Delta is presently involved at the national territorial scale with regard to the choice between power energy plants and natural environement conservation policies.
