In the last years, terrorist actions have increased. When an incident takes place, it is necessary to intervene as quickly as possible to reduce fatalities, thus the "time evolution" of the event is an essential parameter for risk management. This paper describes a method to plan and manage the emergency due incidental scenarios caused by terrorist actions. In order to achieve this aim it is important the knowledge of the territory, thus an incidental scenario has been developed on a georefenced map. A release of a dangerous toxic substance has been taken into consideration. The cloud diffuses by the wind in the surroimding during the time of evolution, in the same time it will interact with the elements located in the considered area (buildings, roads, and so on). Thought the use of a GIS (Geographical Information System) software it has been possible the construction, visualization and management of the event. ©2009 Taylor & Francis Group.
