The paper analyse the recent debate inside EU and UN Institution defined as CCIS (Climate Change and International Security) aroused after the presentation of Stern Report on Economic of Climate Change (2006) and the IV report of IPCC (2007). This debate assumes that climate change is a threat multipliers of conflicts around natural resources and water. The debate shows two main position: on one side a more orthodox approach developed by EU security policies based on scarcity as trigger of environmental conflict. An other more critical approach has been developed in a long debate inside UN institutions and tend to take into consideration threats multipliers and threat minimizers. The paper conclusion deals with some questions arising from the document analysis and the recognition in this recent debate of a classic confrontation between a maltusian (deterministic) approach and a developmental (or possibilistic) approach.
