The paper investigates the role of a particular kind of local institutional organisations (i.e.: trade and professional associations, local public-private mixed agencies, etc.) in facilitating the adoption of Internet Electronic Commerce (IEC) by small and medium enterprises. After examining the main barriers that hinder a widespread utilisation of IEC, the potential role that such agents can play is described. The Italian experience is then analysed through some case-studies of IEC projects. The cases show that the promotion of IEC requires highly targeted competencies that are not generally available in local organisations, and this may cause the failure of the activities promoted.
