In this report it is briefly sketched the status of the low Q^2 Physics as it emerges from the analysisi of the data collected till now by H1 and ZEUS experiments. The principal results are: the determination of the total and partial gamma-p cross sections, the clear evidence of resolved and direct processes through the study of single particle spectra and jets, the appearance, from a first look at the 1993 data, of hard diffractive physics and heavy quark production.
