The proposed model to enhance the development effectiveness of International cooperation in Somalia is based on interaction at all levels, from community members to policymakers. Traditional knowledge systems need to be integrated and improved in a concerted action with direct beneficiaries and external actors. Moreover the development perspective of the whole report emphasizes concepts such as human resources, awareness, cultural mediation, community dimension and multileveled cooperation. This would support the social and economic empowerment.
