The notion of erga omnes obligations has been solemnly proclaimed by the International Court of Justice on several occasions, including the decision on Barcelona Traction. Much less celebrated are the origins of the notion which can be traced back to the system established after World War I for the protection of the minorities in Europa and more precisely the treaties on the protection of minorities.4 This paper aims at briefly describing the main innovative features of these treaties and discussing how they contributed to the emergence in the international legal order of the notion of erga omnes obligations.

Abstract
