Environmental Management Tools (as Circular Economy, Urban Mining, Industrial Ecology, Life Cycle Thinking, Footprinting, etc) have been developed in recent years to analyse and to manage the potential environmental impacts of production and consumption patterns of products, services, organisations and territories. In this context the role of citizens is recongnized to be central to guarantee the sustainbale development of cities and urban area. This paper presents a literature review conducted on selected publications in the last 10 years in Italy. Three goals are set: first, verify if Environmental Management Tools can support both the waste management and the reduction of production and consumption in line with Sustainable Development Goal number 12; second, identify potential pitfalls in terms of sustainability and environmental rebound effects. Third, identify the role of citizens within this context. Results show that Environmental Management Tools can help the reduction and consumption in cities. However some more studies are required for analysing rebound effects, social dimension and other sustainability issue in order to really decrease consumption and reach sustainable development. The role of citizens behaviour and participation for consumption and waste generation is crucial, from residential scale to the whole city.
