La Politica Agricola Comune dopo il 2013: un'analisi degli scenari per l'agricoltura italiana

The Common Agricultural Policy was established with the Treaty of Rome, in 1957. in order to ensure food security in member States, to stabilize markets and increase agricultural production. In the following years, the tools used for the support of European agriculture have been effective and have led the Union to become a net exporter of agricultural commodities. The mechanism, however, has generated serious distortions of the international market and budget difficulties for the European Union. For this reason, as early as the 90s, the CAP has been substantially reformed. Actually the European Commission is discussing the new proposal to reform the CAP. The proposed mechanisms, however, have created many doubts on the redistributive effects, both between Member States, and inside the states themselves, especially those who at the time of the Fischler reform and later with the Health Check, have opted for the historical single Payments scheme. This work, in the light of the reform proposals, analyzes the redistributive effects on the basis of some likely scenarios in Italy

La Politica Agricola Utile nasce con il Trattato di Roma, nel lontano 1957 allos copo di garantire la sicurezza alimentare dei paesi membri, stabilizzare i mercati e incrementare la produzione agricola. Negli anni a seguire, gli strumenti utilizzati per il sostegno dell'agricoltura europea sono stati efficaci e hanno portato l'Unione a diventare un esportatore netto di materie prime agricole. Il meccanismo, tuttavia, ha generato forti distorsioni di mercato e messo in grave crisi il bilancio dell'Unione stessa. Per questo, già a partire dagli anni '90, la PAC è stata profondamente riformata. Attualemente si sta discuttendo in sede comunitaria la nuova proposta di riforma per la PAC che dovrà traghettare l'Europa nel 2020. I meccanismi proposti, tuttavia, hanno creato non poche peplessità sugli effetti ridistributivi sia tra gli Stati membri, sia all'interno degli stessi Stati, soprattutto coloro che all'epoca della Riforma Fischler e dopo con l'Health Check, hanno optato per il Regime di Pagamenti Unico storico. Il presente lavoro, alla luce delle proposte di riforma, analizza gli effetti ridistributivi sulla base di alcuni probabili scenari in Italia
