The use of fossil fuels to satisfy the growth of energy demand is the main reason of the global warming issue. For avoiding the increase of the temperature over 2.8°C it is necessary to speed up the investments in renewable and low environmental impact technologies. An estimation of the investments has been analyzed by developing a global energy model whose results are presented in this thesis. The European Community represents the second energy market in the world. It delivered a set of energy policies in the last few years which main targets are: to reduce the energy demand of 20% in comparison to the trends by 2020, to reduce the Green House Gases emissions of 20% in comparison to the 2005 level by 2020, to produce 20% of final energy from renewable sources and to use 10% of non conventional fuels in the transport sector by 2020. For ensuring a balanced effort between Member States, each Country has its own targets. Italy has to generate 17% of its final energy consumption from renewable sources and to reduce its GHG emissions of 13% in comparison to the 2005 level. The energy model developed in this study analyzes the dynamics and the difficulties to reach the targets and the evolutions of the Italian energy system. A list of 20 policy and technology options have been simulated and these can be applied by grouping them in 4 main configurations in order to deliver 4 main scenarios. Energy efficiency in civil sectors has shown to have a big potential in order to reduce the final energy demand. A set of energy measures that can be applied in the civil buildings have been analyzed assessing their technical and economic aspects. The transformation of the present energy system based on big capacity plants fueled by fossil fuels towards a distributed generation system based on renewable energy sources could crash against social opposition. A survey with the aim to measure the perceptions and expectations of the population has been delivered in 2009-2010. In this thesis the main results of the survey are presented and some recommendations and highlights are given. The survey shows that nuclear power technology is perceived in a significant different way in comparison to other energy technologies. Considering the interest of the current Italian Government towards the nuclear energy source a focus of its impact on the electrical energy system and a focus on its social acceptability have been delivered.

Per limitare il surriscaldamento terrestre è necessario accelerare, rispetto i ritmi attuali, gli investimenti nelle fonti rinnovabili e nelle tecnologie a basso impatto ambientale. Con lo sviluppo di un modello energetico su scala mondiale sono stati valutati gli investimenti necessari per invertire la crescita delle emissioni entro l’anno 2020 e mantenere l’incremento globale di temperatura rispetto ai livelli pre - era industriale sotto i 2.8°C. La Comunità Europea, secondo mercato energetico mondiale con una serie di politiche energetiche ha fissato degli importanti obiettivi di carattere energetico entro il 2020: ridurre la domanda di energia finale del 20% rispetto le previsioni tendenziali, ridurre le emissioni di gas serra del 20% rispetto ai livelli del 2005, produrre il 20% dell’energia finale da fonti rinnovabili, utilizzare almeno il 10% di carburanti non tradizionali nel settore dei trasporti. Affinché lo sforzo sia equamente ripartito tra gli Stati Membri, ognuno di essi ha un proprio obiettivo: per l’Italia gli obiettivi sono una produzione di energia da fonte rinnovabile pari al 17% dei consumi finali ed una riduzione delle emissioni del 13% rispetto i livelli del 2005. Tenendo in considerazione gli obiettivi italiani, il modello energetico descritto in questa tesi analizza le inerzie, le criticità, le difficoltà per il conseguimento degli obiettivi e le possibili evoluzioni del sistema energetico italiano considerando l’introduzione di nuove tecnologie e di nuove politiche energetiche. L’efficienza energetica, soprattutto nel settore civile, ha un buon potenziale: essa è stata analizzata studiando una serie di interventi energetici applicabili agli edifici, valutandone gli aspetti tecnico economici. La trasformazione dell’attuale sistema energetico basato sulla produzione di energia da grandi impianti alimentati a fonti fossili verso un sistema in cui la generazione di energia è sempre più distribuita e basata su tecnologie rinnovabili incontra degli ostacoli di carattere sociale. In questa tesi sono riportati i dati raccolti con un questionario inerenti le percezioni e le aspettative della popolazione italiana su temi riguardanti le tecnologie energetiche. Dai risultati emerge che ci sono delle consistenti differenze tra la tecnologia nucleare e le altre tecnologie. Considerato il rinnovato interesse del Governo italiano nella fonte nucleare il suo impatto sul sistema elettrico italiano e la sua accettabilità sociale sono state analizzate con particolare dettaglio.
