We construct the hamiltonian and momentum operators for a Chern-Simons-Maxwell theory coupled to a matter field on a torus, i.e., choosing boundary conditions compatible with translation invariance. It is found that translation invariance is indeed implemented, i.e. the components of the momentum and the hamiltonian commute each other, due to a subtle interplay between the total flux and the topological components of the gauge field. The singular limit in which the Maxwell term decouples from the action and the theory becomes the one of a system of free anyons on a torus is discussed. © 1991.
