Starting from the emergence of the so-called Third Italy and the rise industrial districts the paper elaborates on the role of the territory in economic development and the structural evolution of the spatially concentrated industrial systems. It then elaborates on the concept of identity-based development, which is at times regarded as possible strategy for less developed regions. It examines in particular its relationship to industrial districts external economies and the hypothesis of a local regulation of development.

Abstract
