S.E.A. (Strategic Environmental Assessment) is the process introduced by Directive 42/2001/EC to “contribute to the integration of environmental considerations into the preparation and adoption of plans and programmes, with a view to promoting sustainable development”. Article 5 of the Directive establish that “an Environmental Report shall be prepared in which the likely significant effects on the environment of implementing the plan or programme, and reasonable alternatives are identified, described and evaluated”. The minimum information to be given for this purpose is referred to in Annex I of the Directive. Currently does not exist guidelines nor common procedures at European level for the preparation of Environmental Report, which is totally drawn by authorities proposing the plan or programme. This study analyzes six Environmental Reports of local development plans of different European places to underline, through their comparison, how Directive and subsequent local lows requests are implemented in each Report. The utility is to put in evidence affinity and differences in contents and form of examined Environmental Reports with the aim of indicate some reference good practices for their preparation.
