New standards are going to be applied in building design and management for energy and water consumptions, types of materials used etc. A simplified approach for evaluating the overall environmental impact of buildings is needed in local governments for evaluating the sustainability of new buildings as well as for defining rules in retrofit. Based on the evaluation of the score of the buildings, local governments may promote tax deductions or may allow an increase of the volume of the building. In this paper an overall approach for defining a sustainability scale is proposed for residential buildings, based on new local recommendations in North-East of Italy, defining rules based on existing European and national standards. This label is going to be introduced and applied by local governments for planning new buildings and defining rules for retrofit of buildings. The implemented tool is going to be adopted in the building code of a small municipality.
