There are closed and open licences. The latter (the most common are CC, GFDL, GPL, BSD) are not always suitable to be applied to data, as they are meant for other kinds of information, such as contents and software, and so on. The paper, focused on open licenses specific to data, starts referring to Panton Principles for open data in science.
