More than one year after the E. Coli crisis, the European Commission adopted four regulations aimed to improve food safety with regard to sprouts and sprouting seeds: Regulation (EU) 208/2013, on traceability requirements for those products, Regulation (EU) 209/2013 on microbiological criteria applicable to sprouts, Regulation (EU) 210/2013, on the approval of establishments producing sprouts and Regulation (EU) 211/2013 on certification requirements for imports of the above mentioned products into the Union. After focusing on the provisions of the different “non legislative” acts, and on the role of the EU Commission as “rule maker”, the paper investigates the reasons that led to their approval and raises some critical remarks on the effects and need of such Regulations
