The research pays specific attention to the peculiar context in Romagna Riviera (Emilia Romagna Region, Italy), where a very developed and attractive seaside resort like Riccione faces the threats of fragility due to a progressive decline due to a loss of urban quality and the impacts of climate change and sea-level increasing. The need for an urban regeneration process promoted by the drawing-up of a new urban plan pushes for elaborating propose some new approaches able to focus on the strategic role of the waterfront as a strong relationship between the coastline and the urban organization, but also to change the waterfront in a strategic frame for a new integration strategy. The approach proposes action at the local level (planning and traditional procedures and innovative interventions aimed at a spatialfunctional requalification of the whole waterfront system), but also at a territorial level embedding urban elements and natural coastal components, economic issues and environmental needs). The strategic proposal intends to arrange a set of guidelines to change the seaside urban front into a “hybrid” space where interventions for urban and natural environment adaptation and regeneration fit into a single and comprehensive resilient design system. The paper remarks on the need for a methodological approach concerning the coastal areas, considering all the issues that emerged in the survey. These elements are crucial for the development of strategic planning voted to empower a resilient urban-coastal landscape and ensure the economic development of a seaside resort well matched with the natural environment, cultural heritage and social identity.
