In 2008, the Covenant of Mayors was launched in Europe with the aim of reducing greenhouse gases and opposing climate change, through common approaches to promoting energy efficiency and correct use of energy within municipal areas. The translation of this political commitment into practical measures and projects has led to the introduction of Sustainable Energy Action Plans, which identify the sectors and public and private activities that most produce polluting emissions within the territory and define the actions for a global goal of reducing climate-changing emissions. In this context, starting from 2019 the Renewable Energy Communities were introduced in Italy, in implementation of the European Directives, allowing the possibility of associating to become self-consumers of renewable energy act collectively. The objective of this contribution is to propose a methodology for territorial analysis on an inter-municipal scale for energy-related development plans through the analysis of the mitigation actionsconcerning the production of electricity from renewable sources promoted by the Municipalities of their SEAPs and the subsequent sizing of possible energy communities. To this end, the case study of the Province of Padua.
