La professionalità del dirigente: aspetti controversi e possibili soluzioni compositive

Starting from a brief normative excursus, the investigation is oriented to demonstrate how - since the beginning of the public manager as an autonomous category - the relative professionalism constitutes a knot difficult to untie. Therefore, through the analysis of the most significant points of the special discipline of public management, as well as the comparison with the French model of the recently reformed “haute foncion publique”, proposes a possible compositional solution to the many controversial aspects that emerge in the recognition of the interdependence between the administrative and political sphere of action.
