The paper presents an overview of European public opinion support for international solidarity and cooperation programmes as well as an analysis of global and development education practive as promoted by non state actors and local authorities with the support of the European Commission over five years. Between 2004 and 2009, 268 such projects were supported by the EC NSAs and LAs grants. The paper provides a quantitative analysis of these projects as well as qualitative analysis of 49 case studies. It highlight that a renewed global and development education concept should involve an explicit appreciation of citizens and of civil society as actors and promoters of change as well as the involvement of Southern actors and European migrant communities in the planning and implementation of the educational practice.
